StarChase Pursuit Management System Helps Catch Suspect in Ohio
A GPS tracking device was successfully deployed in Ohio to catch a suspect who brandished a firearm at a deputy.
From WTOL:
The Sheriff said one of his deputies caught [the suspect, John Bartlett] dumpster diving and asked him to leave. But rather than leave, he pulled out a gun, got in his car and began to drive off.
That deputy who confronted Bartlett was able to deploy a dart from the Star Chase System from the front of his cruiser. That dart stuck to Bartlett’s car which allowed the deputy and dispatchers to track the suspect with GPS, rather then a high speed pursuit.
“They were able to track him with GPS and other jurisdictions got involved and they knew his location and speed and were able to get in front of him and get stop sticks out and stop him,” said [Lettke].

CDFW Biologists Predict Good Quail Hunting Season in 2017-18
California Department of Fish and Wildlife (CDFW) biologists are expecting a very good quail hunting season when the general seasons open, thanks to rebounding populations that benefitted from California’s wet fall and winter in 2016.
California’s prolonged drought reduced quail populations statewide. Biologists found overall declines of 33 percent for mountain quail, 29 percent for California quail and 17 percent for Gambel’s quail from 2005 to 2015 using data from the North American Breeding Bird Survey, which monitors the status and trends of North American bird populations.
Quail populations fluctuate naturally with weather and other prevailing environmental conditions such as wildfires. Fortunately, 2016 brought a shift in weather conditions for California. The rain received was critical to the production of food and cover for quail populations. Perhaps most importantly, rains produce more insects, which are a vital food source for young quail.

As a result of the same wet weather conditions, CDFW regional biologists are expecting a strong chukar hunting season as well, particularly in desert habitat that often experiences boom-and-bust population swings based on the amount of rainfall.
CDFW is offering several special quail and chukar hunting opportunities this fall and winter at ecological reserves and wildlife areas in Kern, San Luis Obispo, Los Angeles and San Diego counties. Hunters with a valid California hunting license can apply for these hunts through the Automated License Data System (ALDS). Hunt descriptions are available at CDFW’s Upland Game Wild Bird Hunts webpage at wildlife.ca.gov/Hunting/Upland-Game-Birds/Hunts.
CDFW’s SHARE Program, which provides public hunting opportunities on private land, is offering several quail hunts in Santa Barbara County this fall and winter. Hunters with a valid California hunting license can also apply for these hunts through the ALDS system. California is phasing in the use of nonlead ammunition for hunting. Nonlead ammunition is required for hunting quail when on state wildlife areas or ecological reserves in California. Los Banos Fire Responds to Dumpster Fire September 30th.
On September 30, 2017 Los Banos Fire Department Personnel responded to the 2200 block of Gilbert Gonzalez Blvd. for a report of a structure fire. No injuries were reported and there was smoke damage. A dumpster stored inside the building had caught fire. The fire was well contained by the buildings sprinkler system.

Merced Area CHP Reports Double Fatal Accident
On October 2, 2017, at approximately 3:06 a.m., Merced Communications Center (MCC) broadcast a call of a a traffic collision with an ambulance responding. CHP Merced Units responded to the collision scene and observed that a 2011 Ford Fusion had overturned and landed on its roof within a canal containing water. Emergency personnel arrived at the scene and later discovered the two occupants in the vehicle. Both occupants were pronounced deceased at the scene. During the coarse of the investigation, officers determined that the Ford was traveling northbound on Cody Avenue, north of Haskell Avenue at an unknown rate of speed. For unknown reason, the driver failed the negotiate a left turn onto the south dirt canal road of the Planada Canal. The Ford overturned into the Planada Canal and landed on its roof in the canal. The vehicle completely submerged in the deep canal water.
It is unknown at this time if drugs and/or alcohol influence contributed to the cause of the collision.
Fresno CHP reports Fatal Accident on SR-99 and SR-180
October 1, 2017 at approximately 0425 hours, Party #1 (P-1, John Doe) was within the #2 lane of southbound State Route 99 just under the westbound State Route 180. Party #2 (P-2, Unknown) was driving Vehicle #2 (V-2, Unknown) on southbound State Route 99 approaching State Route 180 at an unknown speed. V-2 struck P-1. After the collision, V-2 fled the scene in an unknown direction. Party #1 (P-1, John Doe) was located deceased on scene. Further investigation into this collision will assist in determining the exact cause of death. It has no been determined whether alcohol and/or drugs were a factor in this collision. Vehicle #2 has not been located at this time.

Fresno Area CHP Reports Fatal Collision
On October 2, 2017, at approximately 1242 hours, the Fresno Communication Center (FCC) received a call of a three vehicle traffic collision on State Route 99 northbound, south of Mountain View Avenue. Officers from the California Highway Patrol (CHP) Fresno Area Office responded to the scene and investigated the collision.
During the course of the investigation it was determined, Party #1 (Zuniga) a 35 year old Hispanic female, the solo occupant, was driving a 1999 Ford F-150 northbound on State Route 99 south of Mountain View Avenue, at a high rate of speed in the #2 lane. Party #2 (Fernandez) a solo occupant of Vehicle #2, was driving a 2011 Freightliner 3 axle tractor with a two axle 1984 Utility trailer northbound on State Route 99 south of Mountain View Avenue, at approximately 55 miles per hour in the #3 lane behind Party #3. Party #3 (Athwal) a solo occupant of Vehicle #3, was driving a 2009 Kenworth 3 axle tractor with a two axle 2008 Hyundai trailer northbound on State Route 99 south of Mountain View Avenue, at approximately 55 miles per hour in the #3 lane in front of Party #2. The 35 year old Hispanic female passed Party #2 and changed lanes from the #2 lane into the #3 lane in front of Vehicle #2. Party #2 wanting to avoid a collision, changed from the #3 lane into the #2 lane and as he did, Party #1 changed lanes into the path of Vehicle #2 causing the right front of Vehicle #2 to collide with left side of Vehicle #1. Simultaneously, the right side of Vehicle #1 collided with the left rear of Vehicle #3. Fresno Fire Department with Paramedics arrived on scene and performed life saving efforts to Party #1 however, the 35 year old Hispanic female driver succumbed to her injuries sustained in the collision.
State Route 99 northbound was closed for approximately one hour for the collision investigation. All motorist traveling on State Route 99 northbound were diverted from the freeway onto Kamm Avenue.
It is undetermined if alcohol and/or drugs were a factor in this collision. This investigation is still on going.
